Cold joints are formed when  concrete walls are poured at different times. Where two sections of concrete wall meet is the cold joint. Where the basement floor meets the foundation wall is a common cold joint leak weakness that can be repaired using many methods.

This space within the concrete wall can be sealed from the   inside.
